EU Customs: What Has Changed and What You Need to Know
Italy is part of the EU customs union, which means your household goods enter under EU Transfer of Residence relief. This allows personal belongings to be imported duty-free, provided you meet two key conditions: you must have lived outside the EU for at least 12 consecutive months, and the items being imported must have been in your possession for at least six months. New items purchased shortly before the move are generally not eligible.
There is an important update that affects every household goods shipment entering Italy. Since December 2024, Italian customs requires all shipments, including private household goods moves, to be accompanied by a valid EORI number. Previously, the Italian fiscal code (codice fiscale) alone was often accepted as an equivalent. That is no longer the case. Your codice fiscale must now be prefixed with the letters “IT” and formally validated by the Italian Customs and Monopolies Agency before it can be used on a customs declaration.
If your shipment arrives without a valid EORI on the customs declaration, it will be held at port. Italian cities operate Zona a Traffico Limitato (ZTL) systems, which restrict vehicle access to historic city centres during specified hours. Milan operates both a ZTL and a congestion charge zone called Area C. Access is enforced by camera systems that issue automatic fines.
