The conditions for duty-free import are straightforward. Items must have been owned and in personal use for at least six months before your arrival in Canada. They must be for personal use, not resale. New items, or items purchased within six months of departure, are dutiable and must be listed separately with their value in Canadian dollars.

The B4A must be itemised. Each item or category of items must be listed with a description and its current value in Canadian dollars. Your freight agent uses the stamped copy of this form when the container clears customs at Vancouver. Without it, clearance cannot proceed on a duty-free basis.
